Phase 10-03 / Operator Console

Web shell for pipeline operations, scenario review, and export handoff.

Frontend scaffold is wired to the Phase 10-02 FastAPI backend (projects, jobs, scenario, manual clip uploads, artifacts). Source video upload is UI-first in this phase and will be backed by a dedicated API endpoint in a later slice.
